When idle cpu 42-43C gpu 45C (58c without using fans, i read that they wont turn of untill over 60C) and while gaming cpu: 52C gpu 50-55C. my cpu temps still bounce to like 55C then drop back to 42

They still were high while gaming gpu and cpu up to 70C and taking off the side panel affected couple degrees only. i have to order new tim because i have something i bought from local store called heat sink compound(silicon based) i dont know should i even used it, i did on my last pc and cpu...
