I would suggest wipe out your hard drive again and re-install Windows 7 again. Since there are no OS already installed after HDD is wiped, you should not re-encounter this problem.

Use task manager to see if there's any particular process using a lot of resources then check if you can safely terminate it.

You should probably check your fans' speed and see if it's working properly. Adjust their speed if needed. If needed, get new fans and/or new cooler.

Just play around. GTA has lots of details, so lowering only a particular would not be wise visually.

Try lowering the settings a bit. Go little by little until you reach your desired FPS while still keeping a good visual.

That's probably the problem, the temperatures. While they are somewhat safe, they are still high. Have a look at your PC on the inside. Maybe it's time to dust it out.
