It keeps making a very mild buzzing noise, and when under cpu load it gets louder, my psu is x850 seasonic. Is there something wrong with my power supply or cpu?

When i go an put my cursor over an amazon image my i7 4790k goes up to 40 sometimes even 60 percent usage and my psu make noise is this normal?and if not what is the problem?
