I have exactly the same issue with slow booting when my PowerColor RX 7900 XTX is connected. The issue goes away when I use integrated GPU in Intel 13700K.

Not an answer but I have just got the same issue on my z270 gaming m5 motherboard. I have cleared cmos and even replaced the cmos battery, updated bios to the latest one using USB (it actually already had latest one). Basically the post stops after bios. The igpu does not produce any output on...
