In the screenshot, it's showing the game using 12 Gb. The 29 Gb is the 12 it's using plus the virtual memory (not physical) it has set aside in case it needs it in the page file.

You have to look at your mobo, cpu in relation to the memory lanes and pcie lanes available. For instance, On my Motherboard, it has 3 M.2 slots in which are pcie 3.0. I also have 2 GTX 1080's in which takes up 2 pcie lanes and it shuts off one of the pcie slots.
