Nah, Basically R7 250 is slower then HD 7770, if you love gaming @720p resolution then I would still suggest HD 7770 its being a great card for gaming.

Yes, It is enough since its not an high-end card but will fillfull your needs. At @720p you'll be getting decent frame rates in all most every game.

Graphics DDR's has definitely no relation with Ram DDR's, no matter even if you had an Motherboard with DDR2 ram you can fix GDDR5 easily with not a single issue, so VRAM and RAM DDR's has thier own paths.

HD 7770 has 640 stream processors while GTX 650 got only 384 stream processors.

Nah nah, it's normal. If you still doubt then I would take ram stick out clean its slot then put then back tightly. But as I said it is normal not an issue.
