Yes you may need to put back your other cpu and do an upgrade off the bios!

Have you applied the thermal paste onto the replacement cpu if not then you need to add some because without it your cpu is going to get more hotter it just an pea size onto cpu and the cooler will spread it about and make sure the cooler is seated correctly and plugged in correctly

Have you tried connecting your gpu into another PCI Port or doing an clean unstall off your GPU drivers and do an refresh install

You could download MSI afterbruner and change the fan speed when gaming that may help to reduce the temp abit!

You spend en extra 20 dollars and get the GeForce GTX 1070 Ti 8GB SC GAMING ACX 3.0 just wanted to point this out since your getting the 1070 and do not think that your system is an overkill!

I would try to redo your paste again and just put an pea size like you did without spreading it because think the cooler will spread it by its self!

What about an Intel Core i5-7500 or an Intel Core i5-7600K am sure they would run some off your games that you play!

I am not sure that GPU can push 4k at 144hz at the moment maybe at 60hz but maybe with the new GPU that might be coming out this year maybe they can handle 4k better but hopefuly in near future AMD creates and powerful card to that can push 4k even more! Updated just found out there is an 4k...
