Why do I need to know where you live? To see if humidity could be the source of your problem. I've seen computers run into screen flicker issues because of the humidity. Since you've updated all your drivers, I suspect the problem might very well be a faulty card/monitor.

Guys, think about it for a sec. The Mac Pro Retina 13" crams a QHD+ screen into 13-INCHES! That's over 220PPI and there's no UI scaling issues there. Oh yeah, it also plays Crisis 3 without any problems. Best of all? It has no dedicated graphics card lol! Any moderately decent graphics card...

A well ventilated case is good to keep temps down. My computer case has positive air pressure with 4 120mm fans in and 2 120mm fans out. Case temps never rise above 5C room temperature :-D

Those temperatures are not normal. I have the GTX 970 FTW and it idles at 40C with the fans off. Playing Bioshock Infinite at MAX settings only causes a 10 degree jump to 50C. Adjusting your fan curve might help. Mine is set to 0%@40C ~ 100%@65C Hope this helped!

Please post the manufacture name of your motherboard. With integrated graphics and a dedicated GPU, the problem is often the BIOS configurations. Have you installed/updated drivers? Install Driver Booster 2 to automatically update all drivers.

The latest GPU's such as the GTX 970, 980, Titan Z, and upcoming 960 are all designed to run at 0RPM in idle. My GTX 970 idles at 40C on light/moderate work. Only when I'm rending video/gaming do the fans turn on. Your graphic card only uses 70W (which is low) so not having the fan turned on...
