Your CPU is massively under-powered for the game. To reduce CPU usage, reduce Shadow Settings, Grass Quality, Particle Effects.

I have the 4790K running on Ultra it doesn't even use 45% of the CPU. The 4790K is defiantly enough to run GTA V on Ultra. I can't speak for the performance of your graphics card but something else is bottle-necking you, unless your CPU has a fault.

My guess and I say guess because there is no way for us to actually find out, is that GTA V is requiring a component which is missing. Please make sure that you update .NET Framework, Microsoft Visual C++, Video drivers, Windows Updates. Then try :) Also if your on Steam verify the integrity...

Don't go for a Low Budget PSU, you will regret it. Go for a common brand such as Cosair of Gigabyte. Worst thing is your PSU dies and then fries all your components its not worth it.

That sounds normal for the Graphics Card your using. I had the AMD HD 6950 and it would commonly drop to around 50FPS in some parts of the map. Make sure the graphics drivers are up to date.

Its almost certainly the CPU causing these issues. Try reducing settings which use a lot of CPU such as Shadows or Foliage to see if you get a raise in FPS, if you do then its the CPU.

Hello, This means that the Graphics Driver is crashing. I'd recommend checking your GPU in a piece of software such as FurMark to see if it crashes. Try re-installing your graphics driver.

If its any help my I7 4790K runs the game on the highest settings at 60fps @ 1080P
