So while playing GTA V I play with mods and stuff but when there’s like a really crowded scene my frames go to about 30 fps however my CPU usage is at about 40% and my GPU at like 60%. Why are my frames being capped

cases with good airflow and big fans tend to be more quiet as the fans can run a a lower speed yet still provide a lot of fresh air for your PC. Try a case with 140mm or bigger front fan mounts and get the big fans. Or take a look at the CoolerMaster H500

Make sure all your fans are connected to your motherboard system fan headers. If you don’t have enough headers pick up some fan cable splitters you can get pretty cheap from amazon. And the splitter into the motherboard and the fans into the splitter.

I don’t know what could have gone wrong while they replaced your motherboard. Maybe something got stuck in there. I really don’t know I never had this problem before. But I hope you get it fixed and everything works fine again.

You shouldn’t really open up the power supply unless you know what your doing. Try to search the issue up on youtube or take the pc to the shop and tell them what you think is going on.

The 2600X is not worth the extra money unless you don’t want to overclock, a overclocked Ryzen 5 2600 is better then the 2600X however you will have to buy an AIO or any different CPU cooler. The RX 590 should be good for your build unless you want to save some money, a 570 or 580 are also...

The NZXT H500 or the Phanteks Eclipse P350X are two brilliant cases. With excellent airflow, radiator support and under 100 if that’s what your going for.

I’m not sure but double check if nothing thing is obstructing any of the case fans, cpu fan, gpu fan or even check the psu fan. From what your saying about the coil noise it may be your power supply but that is only a assumption. It’s a good idea to take it back to the shop.
