Do you have a temperature monitor? I also have this issue with my RTX 2070. I've been searching around and I always see people have a Max temperature of exactly 78 degrees C. I'm not sure if that matters, but it seems odd that it ALWAYS has that temperature when I am getting the worst FPS drops...
So I used Windows 7 for the longest time, and when I had my phone plugged in before going into sleep mode, it would remain charging until I disconnected it. Now that I'm using Windows 10, this no longer happens.

Yep, RAM was detected perfectly fine before my BIOS update attempt and I haven't touched it since.
I just checked to confirm, I used the ASUS EZ Flash option in the BIOS.
