    If you reinstalled windows, the problem would probably be the motherboard. If not, could be too many things. As for the CPU, unless it's heating up the case or malfunctioning, it shouldn't mess around with the GPU fan.

    Use balanced. 240mm or bigger AIO liquid cooling. Or dozens of better tower air coolers from Noctua, be quiet!, CRYORIG should work too. Check benchmarks before buying.

    Did you test with onboard? Just plug directly to motherboard video port instead of GPU. I still think the GPU is dying. Prebuilt stuff doesn't like transitioning into another system.
