I think it's fixed. What I did was go to start, display, and for some reason the magnifier tool set my desktop to 'large'. I just set it to medium and it's basically fixed. All though some of the text looks a bit iffy, it's fine.

So, last night, my computer was turned off during a power outage. I wasn't here at the time so I never reboot it immediately, but this morning I rebooted my computer and my taskbar, icons, mouse, and windows are huge. I've tried to change my resolution but nothing works. It's still on 1080p...
