You need to connect your modem directly to your computer through ethernet and check your speeds to try to isolate what is causing the slow speeds. What is "another thingy"?

Mojave on such an old CPU is going to be painful at best. The graphics components of the modern GUI don't play well with such old hardware. Yes it's possible to patch yourself to get a more modern OS but you don't want to. May I ask why you're looking at such an old model?

i might have missed this but are you using wireless or wired networking? i see you say cable connected. Is this from the modem, to the router, to your PC? If so you need to connect directly to the modem to rule out the router. You also need to make sure you turn the modem off for a few minutes...
