    A chip is not supposed to thermal throttle at 50 degrees Celsius though. Try re positioning the fans so that they are all exhaust fans.

    How are your temperatures? It is possible that it is thermal throttling. Did you try to overclock it? Restore the BIOS settings to default to see if that does anything. How is the CPU usage when you're not doing anything?

    I would first monitor the CPU to see if it is reaching maximum usage even though you are not doing heavy lifting on the computer. Then I would restore the BIOS settings to default in case there was a OC. Next I would re-apply the thermal compound.

    It can be possible that your system does not allow any upgrades to the CPU. It is also possible that the chip is dead. So if it is still within the return period, I would return it and purchase a different one.

    The latest BIOS version for your motherboard is CF94510J[1].15A.0038. What this means is that you already have the latest BIOS version. Upgrading the CPU on an OEM system is tricky because some manufacturers don't allow any changes. Was the chip pulled from a working system?
