Can you provide a list of your PCs hardware? CPU: Motherboard: Memory: Storage: PSU: Just a quick question - is your monitor plugged into your graphics card at the back? Make sure you aren't connecting it to your motherboad. Additionally have you updated your drivers/tried reinstalling them?

Check your power options - If it's set to power saving or balanced. If you're on Windows 10 navigate to the bottom left and search "Power and sleep" -> Scroll down a bit and click "Additional power settings" -> Check if it's on powersaving/balanced, you want your PC set to High Performance.

I would hold off as well, the new 3000 series from Nvidia will be available soon - the last thing you want to do is drop $~1000 on a graphics card, for a new one to drop a few months later (at a similar price) and be even more powerful.

Vic 40 made a good list - however it might be worth holding off for a few weeks and try and save a bit more money - spending another $250 - 500 will really improve the overall build and give it much better performance. Because honestly a $750 PC build will struggle in the long run.

The system is definitely running a bit warm - most idle temps i'd expect to see around 30,40, 50c but 64 degrees on almost 0% load is high. I'd say the issue lies with your cooler - do you have the original cooler that came with the CPU? If you have some fresh thermal paste you could install...

I agree with Lutfij it could be an issue with using an installer/third party windows creation tool - or the version of Windows 7 you have downloaded (I'm assuming you aren't using an original windows 7 disk?)

I agree with Bassplate doing a fresh Windows installation is the next best step - otherwise you will end up wasting hours trying to mess around and fix this issues. If you're not very confident/have never done this before I would recommend taking it to a PC repair shop if you have one...
