Task Manager says 100% and Resource Monitor says 100% but Process Explorer says 4%. Which one is accurate?

I overclocked my 2200g to 3.9ghz(1.3750v) with vega 8 oc to 1650mhz and I am getting 70°C full stress test for 30 minutes. Should I push it to 4ghz and 1.5v?
