1920 1080

Hi everyone, I previously had a gtx 970 running resolution 2560x1440 on a 27 inch dell monitor using dvi dual cable. I upgraded my gpu to rtx2080 and using a hdmi cable because it doesnt support dvi . Now my resolution is maxed at 1920x1080. All the help is much appreciated. Thank you in advance

My CPU is giving me a speed from 0.40GHz to like 1.27GHz it's normally around 0.56GHz the base clock is 2.16GHz. The CPU is a Intel Celeron N2830. No need to tell that this CPU is not really good, trust me I know.
