Upon starting Google Chrome or some other demanding program, my CPU usage goes up to 100% for a couple of seconds, then drops to normal levels. Is this normal?

I have an AMD 8320 using the cooler master hyper N520 cooler. I tried testing with prime 95 and my temps jumped to over 60 degrees on the cpu in a few minutes. Any recommendations would be awesome.
