Asus optimal mode

I just recently built my first pc (it’s budget i’m broke lol) and i’m just wondering if in bios, the asus optimal setting is safe, ive heard it’s too high voltage and i have no clue how to manually overclock, and what performance gains could i expect? i5-3570 hyper 212 black cooler msi gtx 960...
