Athlon X4

Can i play gta 5 at medium settings in 720p with core 2 quad q9400 cpu and a gt 730 4 gb and 4 gb ram??

Every time i shutdown my pc my LED lightning turns off. When i go into sleep mode, it turns off too, but my mouse led lightning stays on. Any way at all, my LED can stay on with my pc having to be turned on? LED lightning is powered by Molex Thanks!
