Blower style

I found a bargain(almost half price) 2080ti with a blower style cooler that has had the plastic housing of the cooler lost or broken and therefore overheats since it needs it to direct the air through the cooler to actually cool. I was wondering if I can just 3D print a replacement or laser cut...

I have hp z400 with following spacs: Processor : X5690 Gpu : Gtx 1060 6gb blower style Ram :8gb ram ddr3 Hdd : 250gb and 320gb My problem is whenever I play games or anything that requires more gpu power my gpu temps reaches up to 82-83c and that's not good even though my gpu usage is 50-60%...

So I have this problem where ONLY when I'm not playing games on my PC, some of my USB plugged in devices just turn off and on again, it's especially annoying because one of them is my WiFi adapter and my mouse, and I don't have that many usb ports available on my PC... Could someone help me?

I'd love to play 1440p Ultra/max settings at least 40/50 fps. Any build suggestions for UNDER GBP£700 (USD$1070)? Keep in mind this price is NOT including monitor and peripherals or operating system. thanks
