booting problems

Hi there. So I'm trying to do a fresh install of Windows 10 on a computer. I've bought an install cd/DVD that comes with the product key. Upon trying to boot from it to install the OS, it gives me a flashing cursor that sits for a second, then tabs down, then it flashes the Windows 10 logo...

My brother an Asus A88xm-plus motherboard and we have run into an issue when booting where it just gets to the press f2 key to enter bios and just stays on that screen

My data is lost and i have created new partition and deleted the last ones can it be recovered Ans plz

i ask this because my living situation currently isnt very good im living in a garage turned apartment and someone handles the mail on the property problem is is one of the people who lives in the house on the property walks heavy hence why i ask about vibration and fluids well id rather not go...

I have gainward gtx 460se and i will buy amd fx-8350 in few days. Will it be enough chieftec power suply from 550w to run this together? EDIT: Btw i have one more question, what´s the diffetence betwen GIGABYTE GA-990XA-UD3 rev.1.1 and GA-990XA-UD3 rev. 3.0 ? I see rev 1.1 have higher price...
