hello I have a pc hp pro 3500 series mt but usb ports not working only 1 work when put keyboard on usb port and turn on pc and says keyboard error ! please help me how to fix it

So I tried to install linux ubuntu, windows 7 and windows 10 and all of them failed when it comes to windows 10 i m stuck on the black screen with windows logo in the middle without any loading .Tring to install LInux Ubuntu resoult only purple screen that reboots over and over . I had format PC...
