clock speed low

The clock speed is at 3.7ghz while im in a different window, as soon as i switch to my game window it decrease to 3ghz immediantly, it's the same in other games, Even when i am in the lobby of the game it's 3.7ghz, but as soon as the game starts it reduces to 3ghz The games are GTA5 and...
