cpu clockspeed

the CPU core (on all 8 cores) clock speed is constantly fluctuating between 800MHz to 5,200MHz at Idle and also under load, I think. is this behavior normal and safe for the CPU? I'm using HWINFO64 to monitor and my CPU is an i7 10700k.

hi, my cpu - 4670k mobo- gigabyte z87x-ud3h . i remember sometime ago i used to have my cpu clock reduced 800 mhz and voltage reduce to less than .500v , but now even i'm using c1e and eist still my cpu clock always at max never decreases even when it's idle . plz help me out here.
