Question PC Delay start up after changed ram

My specs : Ryzen 2200G , Adata 4GB 2666 X2, Asrock a320m-hdv r4 (latest bios), Silverstone 500w 80white. My problem is after i changed my ram from 8GB Kingstone HyperX 3200 single stick to Adata 4GB 2666 dual stick ( AD4U2666W4G19-B), my pc delay to start. what i mean is when i press the power...

Question I want to reduce my CPU fan speed. how do i do it (pictures)

so i opened bios and i got to this side it says 2400rpm but i want to lower it a bit, so my fan isnt that loud anymore... what do i do plz help.
