error 9

Got a new drive and I want to clone my OS to it since it is faster than my current boot drive. I get an "error 9: reached the end of file (38)" no matter what i try. I have run chkdsk, ccleaner, turned off AV, checked drive for bad sectors, gave it more free space, checked sectors (all fine)...
