error code 61

I just bought a Asus maximus hero z390 off newegg.com. I've connected everything I believe except that this motherboard has one more motherboard power plug (the ones that look like the pcie plug for video cards.) I'm getting an error code 61 and it won't boot up. Nothing shows not even BIOS...
