fan setting

hello. just wanna ask for some solutions with my problem regarding my gpu. it's a Sapphire Rx 470 nitro it's fans won't stop at all. it's idling at 100% rpm and whenever i change fan speeds it never reads it. playing games doesn't give me problems. the noise does tho things i've tried : DDU...
