fix motherboard

Hello guys, I having some PC build issue and really need your help. I add a new GPU to my pc and when I restart the pc cpu led on motherboard is red. Then going to a loop shut down and restart over and over. Even I remove my GPU it is still red and same issue occurred. The pc was working...
