Fluctuating

So while i am gaming my gpu usage fluctuates almost the whole time between 0% and 100% and it affects my game performance negatively. I just swapped my gpu from 1050 ti to rx580 and then i noticed the fluctuation when it was not working as expected. I am not sure if it did this already before...
