gpus / video graphics cards

I've been having frame drops in games during effects (Apex legends nades, abilieties and in diffrent games too). I've run a stress test and in HWMonitor it says it draws only 60-68W at 100% usage. Is this normal? My Psu is a OCZ StealthXstream 2 600W which is a gold rated supply but is very old...
