graphics card noise

After a morning of troubleshooting I think this is most likely a GPU issue but I am an amateur so maybe a CPU/MOBO or RAM issue? My biggest questions are: 1. Can it be a CPU issue if my computer is turning on and I was able to get a display, albeit briefly? 2. Would a faulty CPU cause my...
