grey pixels

I have noticed that on certain screens, including Oculus, Minecraft, paint.net and Quixel Bridge that strange white/grey lines or pixels appear when I am not moving my cursor. When I move the cursor over the affected area it disappears but then appears again. I need to know what is causing this...
