high end pc slow

Just upgraded my cpu and ram. Also just added 1tb hdd. I’ve got high internet speeds. 300 down 30 up but my pc is still sooo slow and everytjing takes years to download. my pc is fully optimised so msconfig boot stuff all on max processors etc startup programs disabled Why is my pc so slow...
