high upload ping

So i have a fiber optic network service 20 mb connection. Everything has been fine for years but now i am facing frequent disconnection and low quality Internet randomly throughout the day. When I check my speedtest Upload ping is 4000+, download ping fine. No packet loss. But Internet is down...
