Horizontal distortions

I'm getting 2 horizontal lines that are out of sync with the rest of the screen on my new PC build. Tried unintalling drivers and installing them back, was playing around with nvidia control panel, but nothing fixed it, cant find anything online about horizontal blur lines. Tried 3 different...
