motherboard and aio

I recently upgraded my motherboard and CPU, fit it all in and everything seemed right but once I power up a red light shows for cpu followed by an orange light for dram, after further digging I found that it’s apparently my cpu fan that’s not working even tho it’s plugged into the right...

I'm trying to fit the AIO controller into my case however I can't really find any space for it, except for the backplate on the motherboard behind the CPU. is it safe to install it there? I would upload a picture but it appears as though you're not allowed to upload pictures from your computer...
