no picture on screen

When I turn on my PC there is one long beep and the USB mouse keyboard and monitor do not receive a signal.i have tested the USB ports with a cell phone charger and they do have power I have checked all of the cables and components everything is firmly plugged in and all fans and lights come on...

Hi im trying to run Civ 5 on the windows 10 developer preview, i know this is not the best environment, but it will have to make do. Anyways, i am having an issue only with civ where it will not boot 90% of the time, or if i do boot into the menus it will crash if i try and load a multiplayer...
