non blinking underscore

Hey guys. I would need a little help guys to buy a new monitor. I need to take a lot of pictures and videos from my Smartphone (Mi pocophone F1) which will be displayed on the monitor and I want to avoid any kind of flickr or bad image. I want it to be as clear as possible so no one notices...

Hi all in the past few days my pc has all of a sudden on boot come up with just a black screen with an underscore, but it isn't even blinking... I can get past it by powering off my pc and powering it back on again but its happening more and more regularly. anyone know what could be going wrong?
