PC turns off abruptly

I just did a full clean on my pc (it was getting dusty) and when I put it back together it would get to the start up screen where you could enter the bios then it would turn off. I can't enter the bios and its not a heat issue as all the fans are running and the cpu wasn't hot afterward. Specs...
