per core

I would like to OC to 4.5MHz using per core. I tried following these instructions, but it seems all cores are registering at 4.5. I think it has to do with CPU C3 and CPU C6 report needs to be enabled. If I enable these, I cannot boot into Windows. It freezes at the logo screen...
