red blue lines in display

Red small line in my laptop monitor, same blue in right top corner. Sometimes it goes, sometimes it comes. What is the reason it goes away if i switch laptop off for a while, but comes back after sometime. even if it comes back, it disappears if i open a white background, green background or...
