Service Control Manager

Hey, I was doing a windows optimizes for games and I disabled some services, and now I can't access to administrator or use Task Manager, regedit, or device manager please help, any other solutions than reset windows

so im looking to get a PC to stream/game. my budget is around 500-600$. I know people are iffy when it comes to AMD but i would like a AMD cpu, 500gb harddrive minimum. at least 8gb of Ram, and a Geforce 750 Ti or R9 for gfx, other opinions and options are welcome. i plan on streaming CPU...
