slow storage

Whenever I try to use my HDD for example to download games on through steam the download speed goes unstable and up and down to 0 kb/s, though mainly on 0 and the disk usage gets 100%. It seems like it is able to download but not able to write it even remotely fast enough. I used to have a 1TB...
