Slow windows startup

Hi, During the boot up process after post message and windows logo loading screen I get additional black screen with only loading circle on it which takes a while before im logged in. Im wondering what could be the issue (Bios settings are already set for the fastest boot and my HDD is new)...

My USB stick had movies and loads of music on it. One day I put it in the tv and the kids had somehow over-ridden the music folder. I put it in the laptop to see what happened and there were no files on it. I checked the storage availability and I had nearly none. So the files are there...
