strange graphics

So when I tab out of full screen applications, occasionally all of the windows seem to run at like 3-5 fps, but for some reason, mouse movement is still perfectly smooth. The only way I'm able to fix is this by restarting my computer. I check event viewer when it happens, but there is no event...
