stuck at 139 mhz

I dont know what to do anymore, i reinstalled drivers couple of times , tryed old and new ones , unistalled with DDU . Switched both to window 10 and 11. Mostly my graphic card runs fine but sometimes it stays at 139 even while gaming or doing bechmark. SPECS ARE I7 4th gen Zotac gtx 1060 3gb...
