    Question cpu stuck at 91% and wont go higher

    hi i did a lot of googling but couldnt find an answer :( my CPU wont pass 91% even on a stress test (it wont hit 100% while i need it to!) i did check the power plan and its set to 100% usage... CPU temp is around 45 and after 5 min of stress test its around 63C
